Control of chemical precursors
Strengthening the comprehensive chain of control, management and final disposal
The control of precursors and regulated chemical substances is essential in the fight against the illicit production and trafficking of drugs. These substances are key in the manufacture of synthetic drugs, and their diversion poses serious risks to health, safety and the environment.
The emergence of new psychoactive substances, largely unregulated, exacerbates the challenge by making their detection and control more difficult.
COPOLAD III works together with the countries of Latin America and the Caribbean, under the technical leadership of the Intelligence Centre against Terrorism and Organised Crime of Spain (CITCO), to strengthen precursor control systems, improve regulatory frameworks and promote regional cooperation.
In this context, it promotes information exchange, technical training and environmentally sound management, contributing to a more effective and sustainable response to the drug problem.
Results
Management and final disposal of precursors and chemical substances
Reference manuals have been developed and officially validated in 7 countries (Bolivia, Colombia, Ecuador, El Salvador, Honduras, Paraguay and the Dominican Republic), establishing guidelines for the handling, transport and final disposal of precursors.
A total of 668 public officials have received specific training in the application of these manuals.
More than 100 public officials from Latin America and the Caribbean have participated in 2 editions of the Advanced Specialisation Course on the Control and Investigation of Drug Precursors, with a duration of 500 hours, in collaboration with the UNED Foundation of Spain.
Regulatory development
IT development
Colombia, El Salvador, Honduras, the Dominican Republic, Antigua and Barbuda, and Saint Lucia:
- Proposals have been developed to update or create legal frameworks aimed at harmonising national regulations, improving inter-institutional coordination, and promoting a comprehensive approach to the control and management of chemical precursors.
Ecuador:
- Through the reference manuals, contributions have been made to the strategy for developing software that strengthens the analysis, monitoring, and control of transactions involving regulated substances.

- In St. Lucia, in the absence of regulations in this regard, a protocol is being developed to strengthen the control of chemical precursors. The CICAD Model bRegulations for the Control of Precursors are used as a reference.
IT development
- Development of software in Ecuador to strengthen the analysis and monitoring of transactions involving controlled substances.
