The emergence of problematic drug use among young people in Cuba, especially synthetic cannabinoids, has led the country to confront the need for reliable data to address the phenomenon.
In this context, COPOLAD III has supported the creation of the National Drug Observatory. This assistance strengthens national capacities and contributes to advancing towards a drug policy response based on evidence.

Creation of the National Drug Observatory
Control de precursores químicos
Support to the Ministry of Justice of Cuba (MINJUS) in the creation of the National Drug Observatory, including its institutional architecture based on three networks: information, scientific research and early warning.
The country has been accompanied in establishing the national research network, which brings together the capacities and resources of public institutions, academia and civil society.
- Progress is being made in the design and launch of the Early Warning System (EWS), bringing together key actors for monitoring, detection, risk analysis and the issuing of possible alerts.
- 1 manual integral de gestión y disposición final de precursores químicos y formaciones al personal técnico del país sobre el manual.
- 1 visita de estudio a Costa Rica para intercambiar conocimientos y experiencias.
