Peru

We support Peru in the implementation of its National Drug Policy to 2030. The technical assistance is channelled through actions for demand and supply reduction, as well as progress in mitigating the environmental damage caused by drug trafficking.

In addition, support is provided for the implementation of a AD-DAIS programme and an Early Warning System to protect Indigenous communities from illicit drug crop activities.

How do we support the country?

Demand reduction
Fight against drug trafficking and organised crime
  • Support to the pilot Listening and Support Centre El Alambre, run by the Provincial Municipality of Trujillo and the Multisectoral Committee for the Prevention of Drug Misuse (COMUL). The care and community team has been trained, and the centre’s territorial coordination with community policing and other social services has been strengthened.

  • Support to the National Police in developing economic and financial analysis tools to produce expert evidence in money-laundering proceedings linked to illicit drug trafficking and other related crimes.

Comprehensive and Sustainable Alternative Development (AD)
Strengthening of the Drug Observatory
  • Support to the National Commission for Development and Life Without Drugs (DEVIDA) in implementing the budget programme on Comprehensive and Sustainable Alternative Development (PIRDAIS 2024).

  • 50 officials trained in AD-DAIS and gender. This training has complemented DEVIDA’s internal sensitisation efforts.

  • Support to DEVIDA and the Ministry of Justice and Human Rights (MINJUSDH) to launch a social innovation lab to activate an Early Warning System (SAT) in Flor de Ucayali. Its purpose is to protect Indigenous communities in territories affected by drug trafficking and illicit drug-crop activities.

Environmental impact of drug trafficking
  • Support to the Peruvian government in developing the State Capacity Index for the Identification of Environmental Impacts (ICEI) to implement a Strategy for Mitigating the environmental damage caused by drug trafficking.
