We accompany Chile in the implementation of the National Drug Strategy 2021-2030 and the National Policy against Organised Crime (2022).
The country’s drug policy seeks to generate a cultural shift in substance use, as well as to reduce consumption among both school-age and adult populations.
COPOLAD III supports 5 national actions that improve scientific evidence, reduce demand, implement an innovative methodology in the responsible institutions, and combat money laundering while strengthening financial investigations related to drug trafficking.
How do we support the country?
Strengthening the National Drug Observatory
Incorporation of the gender approach into the data recording sources of the National Service for the Prevention and Rehabilitation of Drug and Alcohol Use (SENDA) and into a characterisation study of the population consuming synthetic drugs in the Metropolitan Region of Santiago.
Strengthening of the Early Warning System through the development of a wastewater study protocol to increase the detection of synthetic drugs and new psychoactive substances, facilitating the monitoring of their consumption.
Drug demand reduction
- Support to SENDA in promoting two innovation labs (Maule and Araucanía). Tools have been developed to improve the comprehensive care provided in the residences of the Specialised Child Protection Service (SPE), including self-care for therapeutic care teams. Interinstitutional coordination mechanisms have been strengthened, and strategies are being promoted for the social and labour reintegration of young people at risk or with problematic substance use.
Fight against drug trafficking and organised crime
Strengthening of the National System against Money Laundering and Terrorist Financing, led by the Financial Analysis Unit, through two actions:
1 study of comparative experiences of beneficial ownership registers for money laundering.
Update of the Financial–Asset Investigation Guide. This compiles good practices for information exchange, since in many cases the financial structures of drug trafficking extend beyond a single country.
