Dominican Republic

We support the Dominican Republic in strengthening its National Drug Observatory,addressing demand through community treatment approaches, and reducing supply through the control of chemical precursors.

How do we support the country?

Strengthening of the National Drug Observatory
  • Support to the Dominican Drug Observatory (ODD) in establishing the national research network to strengthen the national drug information system.
  • The establishment of the Advisory Scientific Committee on Drugs to advise the ODD has been supported.
Drug demand reduction
  • Support to the National Drug Council (CND) in the design and implementation of the Alas de Fortaleza Strategy, aimed at women deprived of liberty for drug offences. Based on a pilot at the Bani Women’s Correction and Rehabilitation Centre, the Code of Conduct of the penitentiary system has been updated to ease release and permit regulations for women, thereby strengthening their support and reintegration networks.
Control of chemical precursors
  • Support to the National Drug Control Directorate (DNCD) in developing and validating the Treatment Manual for the management and final disposal of chemical precursors, as well as an initial training process with the National Institute of Forensic Sciences (INACIF) and the Ministry of Environment and Natural Resources.

  • Technical assistance has been provided to reform the legal framework for controlling chemical precursors, with the aim of criminalising their trafficking and enabling the public administration to carry out seizures.

Humanisation of justice in drug-related offences
  • Support to the Judiciary in developing a juvenile restorative justice model for adolescents in conflict with the law for minor drug offences.
