We support Colombia in the implementation of its National Drug Policy 2023–2033: Sowing life, we eradicate drug trafficking.
With this new policy, the country seeks to ensure that the efforts and resources of the State, together with international cooperation, operate in a strategic, effective and proportional manner, addressing not only the consequences of drug trafficking and problematic drug use but also its structural causes.
How do we support the country?
Drug demand reduction
Fight against drug trafficking
Support to the Ministries of Justice and Law (MJD) and the Ministry of Health to consolidate a national harm reduction model with an operational pathway that includes institutional assessments, a multisectoral governance mechanism —bringing together institutions and civil society— and 3 territorial plans in the coffee-growing region (Armenia, Dosquebradas and Pereira).
Two innovation labs have been promoted, aimed at the social inclusion of women and young people in vulnerable neighbourhoods of Santander de Quilichao and Cali.
Promotion of a pilot community treatment project in the Santa Fe neighbourhood of Bogotá to strengthen the local economy through empowerment and participation.
Support to the Drug Policy Directorate of the MJD in designing a new model for the social and cultural use of seized assets with the participation of civil society, based on different policy tools (good practices, legal-technical analysis and lessons learned).
Support to Colombia’s Special Assets Society (SAE) in launching a project bank for the social and community reuse of assets seized from criminal groups.
Promotion of a pilot initiative on the social use of seized assets and Comprehensive and Sustainable Alternative Development (AD).
Control of precursor chemicals
Reduction of environmental impacts
Development and validation of a base treatment manual for the management and final disposal of chemical precursors.
Support to the MJD and the Ministry of Health in a regulatory update aimed at achieving effective institutional coordination and establishing better legal tools to manage the chain of custody and final disposal of precursors.
Support to the government in developing the State Capacity Index for the Identification of Environmental Impacts (ICEI) in order to implement a Strategy for Mitigating the environmental damage caused by drug trafficking.
