We support Brazil in the implementation of its National Drug Policy.

The support is oriented towards strengthening the National Drug Observatory and drug demand reduction.

Other notable actions include the launch of the Centre for Access to Rights and Social Inclusion (CAIS), the promotion of the social use of seized assets, as well as the inclusion of gender and environmental approaches in drug-trafficking offences

How do we support the country?

Community treatment in vulnerable territories
Drug demand reduction
  • Support to the Government of Ceará in the ‘pilot’ Centre for Access to Rights and Social Inclusion (CAIS) in Fortaleza, training the care team and coordinating the community co-management model and the protocol for monitoring users.

  • In parallel, COPOLAD supports the National Secretariat for Drug Policy and Asset Management (SENAD) in the scaling-up strategy for the CAIS, through a Territorial Action Guide for Open Urban Consumption Spaces and technical inputs to develop the National Guidelines and launch a tender for 5 reference CAIS in the country, managed by civil society.

  • Support to the National Network for the Care of People Released from the Prison System (RENAESP/RAESP), coordinated by the Ministry of Justice, the state prison system and civil society. COPOLAD contributes to the network by promoting dialogue between state and community actors in order to strengthen reintegration strategies.
Fight against drug trafficking
  • Support to the Federal Public Prosecutor’s Office (MPF) in developing the Joint Action Guide for the early identification of human trafficking cases in drug-transport operations in airports.
  • Support to the government in developing the State Capacity Index for the Identification of Environmental Impacts (ICEI), with the aim of implementing a Strategy for Mitigating the environmental damage caused by drug trafficking.
Alternative Sustainable Development (AD-DAIS)
  • Strengthening of SENAD’s AD-DAIS policy through the enhancement of the innovative approach of the CDESC project (a public think tank coordinated with UNODC and UNDP), as well as the launch of innovative pilot initiatives on urban AD (Pronasci Juventude programme) and AD linked to the social use of seized assets.
